Personal Statement

Dr. John G. Carter has a PhD in Ecology, an MBA and a B.S. in Mechanical Engineering. His experience has included research into ecosystem structure and function of both terrestrial and aquatic ecosystems, the fate and transport of pollutants in surface and ground water, design and supervision of complex remediation and reclamation projects. He has been an expert witness on these issues for several clients including the Colorado Attorney General’s Office. Dr. Carter has presented numerous seminars and papers on ecosystem management, aquatic ecosystems and effects of contamination on aquatic systems. He has been a member of the National ASTM Committee on Biological Effects and Environmental Fate as well as the American Water Works Association and APHA Committee on updating and revision of “Standard Methods for the Examination of Water and Waste Water”. In 1996, Dr. Carter organized Willow Creek Ecology, Inc., a 501(c) 3 non-profit corporation dedicated to the use of science, law and education to address the massive watershed, water quality and habitat degradation occurring on the Public Lands of the western U.S. by commercial livestock production. In 2001, Dr. Carter joined Western Watersheds Project ( as Staff Ecologist and director of Utah operations. We confront Agency decisions through monitoring, detailed scientific and legal analysis. We are appealing and litigating decisions that do not address livestock impacts on watershed health and wildlife.
